Academia Historica (國史館) yesterday announced the ground-breaking publication of historical records related to the "one China" idea and Taiwan's democracy movement.

The books have been published in two different sets, with two volumes for each topic.
The two-volume collection on democratization, titled Documentary Collection on Democratization Movement of Postwar Taiwan in English, marks the first time the tangwai (黨外 -- outside the party or non-KMT) movement and Taiwan independence theories find their way into official history.
The first of the two volumes begins with the 1949 martial law announcement and includes official documents up to the 1987 lifting of martial law. The second book deals with the development of political parties, starting from the China Democratic Party (中國民主黨) established by Lei Chen (雷震) and his colleagues in 1960. The book also provides descriptions of the tangwai movement, which was outlawed at the time.
The two-volume set on "one China" begins with the 1943 Cairo Conference and includes statements by then US president Harry Truman, Generalissimo Chiang Kai-shek (蔣介石) and PRC premier Zhou Enlai (周恩來). The books also cover Beijing's documents on "one country, two systems" as well as Taiwan's Guidelines for National Unification (國統綱領) and the "special state-to-state" model proposed by former president Lee Teng-hui (李登輝). The books end with President Chen Shui-bian's (陳水扁) remarks on a "future one China" in his inaugural speech last year.
The books, however, do not include some of the latest developments, such as the "three acknowledgements and four suggestions" consensus reached by the President's Advisory Group on Cross-Strait Affairs in November last year.
The government is aiming to recruit 1,096 foreign English teachers and teaching assistants this year, the Ministry of Education said yesterday. The foreign teachers would work closely with elementary and junior-high instructors to create and teach courses, ministry official Tsai Yi-ching (蔡宜靜) said.
