Su, a KMT stalwart, also said the DPP government should formulate a non-partisan cross-strait policy toward China. Su claimed the present cross-strait plight did not result from international elements nor from mainland factors. "It lies in President Chen Shui-bian (陳水扁) himself and his administration," he asserted, adding that Chen should be more modest and open-minded in formulating national policy.
Speaking at a seminar on cross-strait relations in the new century, Su said if the DPP government truly wants to break the cross-strait impasse, it must explicitly recognize the "one China, separate interpretations" consensus reached by the two sides in 1992.
