According to ministry officials, the 921 quake destroyed 185 schools. More than 100 of these are being rebuilt by local and private organizations, while 39 are to be rebuilt by the interior ministry's Construction and Planning Administration (
None of the 39 projects have been subcontracted to builders yet, while reconstruction of the other 100 schools has already been completed.
Ministry officials attributed the slow progress to a new bidding procedure adopted by the ministry, according to local media yesterday.
The ministry is using a "most beneficial bidding" process to ensure construction quality as well as timely completion.
The strict bidding standards require more time and scare away most builders, reports quoted unnamed ministry officials as saying.
The bidding process for the 39 schools started in December last year. So far, no bidder has won any of the school reconstruction projects.
