The opposition alliance is set to take another small step toward recalling President Chen Shui-bian (
Reports said the opposition parties held a closed-door meeting yesterday morning, during which the KMT proposed taking a new step in the recall drive.
The parties generally agreed to submit the recall proposal to the Legislative Yuan's secretariat soon, the report said.
The exact timing the action is not known. The current session of the Legislative Yuan will end on Jan. 5.
The significance of submitting the proposal to the secretariat will be minimal since the secretariat will still have to submit it to the Legislative Yuan's Rules Committee, which in turn will decide if and when to put it into the Yuan's agenda for debate.
The opposition launched the recall drive in response to Premier Chang Chun-hsiung's (張俊雄) Oct. 27 announcement that the Fourth Nuclear Power Plant project would be scrapped.
The recall drive, led by the KMT, has so far collected signatures from 148 opposition legislators.
The motion would need to be passed by a two-thirds majority in the legislature before being referred to the people for ratification.
The ROC Constitution stipulates that the proposal would be adopted if it gathers support from at least one-half of the valid ballots in a vote in which at least one-half of the electorate takes part.
Reports also said that the KMT's attempt to push ahead with the recall drive has caused a backlash from some PFP legislators who believe the recall drive is inappropriate given that the Legislative Yuan is reviewing next year's government budget.
Some legislators were also concerned that any further progress in the recall drive might trigger another slump in the stock market, the report said.
The Council of Grand Justices is set to hold its first meeting tomorrow on the constitutionality of the Executive Yuan's decision to halt a project approved by the Legislative Yuan, as was the case with the Fourth Nuclear Power Plant.
