Taichung City speaker wrecks car after banquet

Driving alone in his red BMW, Taichung City Council speaker Chang-Liao Kuei-chuan (張廖貴專) collided with a blue Ford at the intersection of Hsitun Road (西屯路) and Anho Road (安和路) in Taichung City at 1:42am yesterday.

The driver of the Ford, Chen Hung-wen (陳鴻文), a 23-year-old male, was later sent to Taichung Veterans General Hospital (台中榮總) for a broken neck and concussion.

Chang-Liao reportedly lost consciousness for 20 minutes, before stepping out of his car unassisted.

He later left the scene accompanied by his wife and a friend to receive treatment for a concussion at a privately-owned clinic.

Chen told reporters that he smelled alcohol when Chang-Liao stepped out of his car.

Chang-Liao said he had only drunk a small amount of beer at a wedding banquet at around 8pm on Saturday.

Police gave the city council speaker an alcohol test at the hospital three hours after the car accident took place.

Police said that when they came to the scene they did not have their Breathalyzer with them and that they would have to escort Chang-Liao to their precinct office to administer the test.

Chang-Liao told them his head hurt and that he would like to first go to Taichung Veterans General Hospital. The police said they later went to the hospital but failed to find him there.

They finally found the city council speaker at the clinic three hours later and administered the breath test.

The result of the test was 0.03mg, far lower than the legal standard, 0.25mg.
