The bureau said Hsieh and his assistants established four "dummy" affiliates with capital released from Taifertilizer in September last year, after the company was privatized.
The registered business functions of the four companies overlapped with four of Taifertilizer's departments.
The report also showed that Hsieh and his partners agreed to lend NT$4 billion to the four affiliates without the consent of Taifertilizer's shareholders. The four affiliates bought as much as NT$2.25 billion of Taifetilizer's stock last November, helping drive the share price up from NT$40 to NT$60.
