The student, known only by his family name Lin, took the Joint College Entrance Examination (JCEE) last year. Although he passed the entrance exams for the dentistry department at National Yang-ming Medical College (
The JCEE allowed for the review of 300 test scores last year, and 70 test scores were found to have errors.
Lin Shu-hui (林淑惠), the student's mother, privately asked the reviewer to carefully review her son's test. The reviewer re-examined his test sheet, but found no errors in the sections that the student had requested for reappraisal. The reviewer did, however, notice that the previous scorer had failed to credit the student for three points on one question, that was not within the sections the student had applied for review.
The dilemma then made its way through the JCEE Committee and JCEE Center (
Lin Shu-hui appealed the decision to the Ministry of Education, claiming that her son only missed testing into a medical program by 0.06 of a point.

The JCEE Committee admitted that many errors occur in test correction each year, but said that awarding the student with the points would set a precedent that would open a can of worms. "We would be faced with an endless stream of student disputes," said one official on the JCEE Committee.
