Legislature may vote on fugitive's arrest

Hsiao Tung-piao (蕭登標), former speaker of the Chiayi County Council, succeeded in escaping arrest by using his immunity during an investigation into alleged criminal activity in 1997 and 1998. Despite suspicions of his involvement in organized crime, investigators failed to catch the Taipei County councillor because of the protective umbrella.
