In the past, many plots of public land were deserted because there was no use for them. They usually became filthy and messy or turned into potential crime scenes. In 2011, New Taipei City’s Urban and Rural Development Department launched a greening project for the city’s unused public land. Over the last four years, 680 plots of land with a total area of 176 hectares have been revamped. An abandoned military site in Wugu District is under transformation this year and will become a public recreational space. It will be open to the public as soon as next month.
Chan Hung-wei, chief of the department’s Comprehensive Plan Division, says they have selected 19 plots of unused public land for the greening project. There will be an estimated addition of 9.17 hectares of green space after the project is completed. The largest among them is an abandoned military site on Penglai Road in Wugu District, with an area of 0.7 hectares and owned by the Armaments Bureau of the Ministry of National Defense. As local residents complained about the dirtiness of the site and expressed their wish to revamp it, New Taipei City Government obtained the permission of the military, which had no plans to use it for the time being, to make over the site.
Chan says that originally there were four unused buildings on the site, two of which have been demolished because they were unusable. The environment was revamped this May; walkways have been paved and vegetation planted. The site has been completely transformed and is planned to be opened next month. Local residents will be able to use it for recreational and sports purposes, which they are greatly looking forward to.

過去不少公有地因無使用需求而荒廢,易淪為髒亂點或治安死角,城鄉局自二○一一年起推動「新北綠家園」專案,針對閒置公有地綠美化,四年來完成六百八十處、共一百七十六公頃;今年將五股一處廢棄營區改造為綠地,提供民眾休憩空間,最快下個月開放。
城鄉局綜合規劃科股長詹宏偉表示,今年選定十九處閒置公有地實施綠美化,估計完工後將增加九.一七公頃綠地。規模最大的是五股區蓬萊路廢棄營區,面積約○.七公頃,土地所有權人為國防部軍備局;因地方反映景觀雜亂,希望改造環境,經過協調,軍方暫無土地使用計畫,同意市府改造環境。
詹宏偉說,原本營區內部有四棟建築物,空間閒置,已拆除兩棟不堪使用者;今年五月進場整頓環境,重新鋪設步道並種植綠化植栽,營區變得煥然一新,預計下個月啟用,可望成為居民休閒運動去處,地方相當期待。

For the first time, the US Federal Communications Commission (FCC) has fined a company for improper disposal of its defunct satellite. The satellite cable company Dish Network was fined US$150,000 because it failed to move an old satellite that was no longer in operation to a safe distance from others currently being used. The FCC had asked Dish Network to move one of its older satellites, EchoStar-7, 186 miles further from the Earth. However, the satellite had only advanced 76 miles before it ran out of fuel at the end of its operational life in 2022.
