Jialan Village in Taitung County’s Jinfeng Township was seriously damaged during the disaster brought by Typhoon Morakot, as almost 100 homes were washed away by the severe flooding. The villagers later asked for state compensation, but three years of litigation brought no results. The Council of Indigenous Peoples maintained a dialogue and met on several occasions for discussions with tribal leaders, experts and academics as well as lawyers from the Legal Aid Foundation. In October, the council set up the Maljaljenguanguaq — harmony — Council, while the tribespeople agreed to withdraw their lawsuit, and on Dec. 23, the Council of Indigenous Peoples honored tradition by sending gifts of millet wine, betel nut and live pigs as well as erecting a memorial tablet to ask the gods for their protection and blessings.
