A stray dog taken in by an owner who provided it with insufficient food, no place to get out of the wind or rain, and kept it restrained, was actually worse off than a stray dog. Now this once vibrant dog is dead after the abuse.
The accused man, who lives in Greater Kaohsiung’s Lujhu District, currently raises five or six stray dogs, but does not provide them with a proper living area. Apart from not feeding the animals enough, he also gives them unsanitary drinking water. Several of the small dogs are in poor health, and one of them died allegedly because of such circumstances. Local residents reported the situation to the authorities, telling them how one of his black dogs had been sick for a while but was never taken to a veterinarian. The man had also chained the dog up, restricting its ability to move around and leaving it without a way to seek help. All the dog could do was lay there baking in the sun, awaiting its death.
Several days ago some people noticed that the dog was close to death and asked animal protection groups, the Kaohsiung City Animal Protection Office (APO) and the Kaohsiung Concern Stray Animal Association to investigate. Unfortunately the dog had already died. Suffering from malnutrition and severely emaciated, it made people who saw it feel quite sad. APO officials said they had told the owner of the dog he must come in for questioning, and that the highest fine for breaking the Animal Protection Act is NT$100,000 (US$3,391).
