Citizens of Colton, California are not big fans of flies. But one fly in particular, the Delhi Sands Fly, is giving them extra headaches.
The flower-loving fly, which zips around drinking nectar, has upset the people living in Colton because it is endangered.
The federal government made a rule in 1993 that Colton, where the fly is most abundant, must stop construction to save the fly.
But since Colton is 100km east of Los Angeles, the land is valuable and new buildings would bring lots of money to the city.
That means people in Colton would like to see more construction even if that hurts the fly.
"It's absurd that an economy and a community should be held hostage by a fly," said Daryl Parrish, the city manager.
The city may make a deal where they leave some land for the fly and develop other land.
