This cat has been specially trained by its owner not to eat mice. The owner makes money because people think it is funny to see the mice playing with the cat.
In most houses where both mice and a cat live, the mice will stay hidden when the cat is at home. If the cat leaves the house, though, they will come out and play. They don't worry about being seen.

In English you can say, “When the cat's away the mice will play.” Imagine that a teacher, the cat, leaves the classroom. Of course all the students, the mice, will relax and start to play.
