Democratic Progressive Party Legislator Tsai Chi-fang yesterday grins in front of his office after changing his surname to ``Biao'' (whore). He had vowed that the public could call him ``Biao Chi-fang'' if the government failed to shut down TVBS, whose shareholder structure he claimed was illegal.
