Failed campaign

A poster with a picture of a policemen hangs on a crash barrier running along the Erjen river in Tainan County. The caption reads: "whoever illegally dumps their waste here will receive a fine between NT$5,000 and NT$1,000,000." The poster campaign was the brainchild of the Tainan County Government, but has failed to stop dumping.
