"Su could be criticized if he ran in the election as premier ... so it is more likely for him to be the vice presidential candidate if he is not premier," he said.
The Chinese Nationalist Party's (KMT) presidential candidate wasted no time in saying that he had no confidence in Chang as premier.
"I would be worried [if Chang becomes premier] based on past experience," Ma said during a campaign trip in Pingtung County on Saturday.
"Chang sparked controversy before, when he halted the construction of the Fourth Nuclear Power Plant, which caused a serious drop in the stock market ... as well as a decline in the economic growth rate," Ma said.
During Chang's first term as premier, he suspended the construction of the nuclear plant, a decision that was blasted by the pan-blue camp.
Under tremendous pressure here and abroad because of the existing contracts to build the plant, construction was later restarted.
Meanwhile, the KMT also cast doubt on Chang's ability to bring change to domestic politics.
"Chang did not make any visible achievements [during his first premiership] and we do not expect him to bring anything new," KMT spokesperson Su Jun-pin (蘇俊賓) told the Taipei Times by telephone.
