Wu said the THSRC planned to charge drivers a royalty of NT$10 on each fare, a NT$100 monthly cleaning fee and a NT$10,000 cash deposit. He said this would enable the THSRC to earn NT$77.58 million (US$2.37 million) a year.

Wu alleged that the company "commissioned" by the THSRC to manage its taxi services was an affiliate created for this purpose.

Hsu Tsu-ying (許祖英), the head of a taxi driver cooperative, urged the ministry not to agree to the THSRC proposal, arguing that the stations were public property.
