Tsai spent about 25 years at the DGT and cultivated a strong background in the telecommunications industry.

During his term as CAA director general, however, Tsai was forced to step down after a plane crash in Dayuan (大園), Taoyuan County, in 1997. The accident resulted in the deaths of 202 passengers, including the then central bank governor Hsu Yuan-dong (許遠東).
