To prevent military confrontation, Chiou said that both sides could consider engaging in military exchanges, establishing a military-free zone or setting up an inter-military hotline.

If Beijing was willing to talk without setting any preconditions, Chiou said that there were many alternative possibilities for cross-strait relations, including Taiwanese independence, unification with China, confederation or union.
