Founded in 1993, CALD is a regional federation of liberal and democratic political parties and has eight member countries. The DPP is a founding member of the organization.

After assuming the rotating chairmanship, Chen appointed DPP Legislator Hsiao Bi-khim (蕭美琴), director of the party's international affairs department, as CALD's secretary general.
