Italy's La Repubblica said there was a clash between "two opposite and irreconcilable conceptions about who should `govern the world' in the 21st century."
Other papers lamented that council members hardly listened to the inspectors.
"It seemed almost pathetic when Blix spoke about needing months more to carry out inspections when Bush is already speaking about Saddam Hussein in the past tense," Austria's Der Standard wrote.
"The bellicose trio turned a deaf ear to Blix's requests [for more time]," the conservative Spanish El Mundo said, while Belgium's Le Soir added: "Everyone heard what he wanted to hear."
