Kindergarten children were screaming and crying, reports said.

There have been thousands of quakes here since the one in Sept. 1999, but most were of a small magnitude. The biggest, a 6.4-magnitude quake, hit Chiayi, southern Taiwan, in October 1999, damaging several homes and injuring more than 200 people. That quake was farther from Taipei and did not shake the capital nearly as hard.

Earthquakes exceeding magnitude 6 can cause severe damage.
