Wang said that the merger plan would help improve the competitiveness of Taiwan's international harbors and the integration of development between the city's and the harbor's districts.
In terms of revenue, Wang said that according to the ministry's plan, local governments would be able to collect 25 percent of their harbor's annual surplus.
