Decision on Fourth Nuclear Power Plant to be made by end of year

On the plan to lift the ban on direct cross-strait transport, business and mail links, Chang said that in the first stage, the government will open up direct shipping links between offshore islands of Kinmen and Matsu and ports along China's Fujian Province.

While the plan for this so-called "small three links" will be finalized in December, the government has also begun evaluating plans to open up the links to the rest of Taiwan, Chang said.
