Editorial: Brothers in arms

Without leaving himself open to accusations of escalation of an arms race, Bush has let China know that it cannot get Taiwan to fold by upping the ante of threat. Seeking to do so will be both self-defeating and potentially ruinous. Taiwan's negotiating position is immeasurably strengthened by this heartening change from the policy of the unlamented Bill Clinton.
