The Bush administration needs to develop a consensus on a world strategic view and a set of long-range concrete strategic goals in Asia. Its decision on arms sales to Taiwan should be consistent with such strategic objectives. The Bush administration needs to be as assertive in protecting American interests as the Chinese are in advancing theirs. The Bush government should not hesitate to tell Beijing that the 1982 communique is no longer in force.
