Policy review

After viewing the policy objectives of Taiwan's government for the fiscal year 2002, I feel that there are two vital areas which have been missed and need to be addressed. They are as follows: Emergency management: It is high time that the government of Taiwan established effective policies to deal with emergencies, such as earthquakes, floods and so on. If there is reconstruction work required after such incidents, then the government should also take the initiative to see it through as soon as possible. Prioritization of policies: This is especially important if the government has only limited resources in terms of people and money. A rule of thumb is that a policy which provokes more controversy than consensus tends to drag on without anything worthwhile being achieved and therefore should be put on the back burner in order to expedite those policies which can be translated into action effectively.
