Since Chen's inauguration on May 20, the human rights issue has become the subject of much attention in Taiwan. A complete plan of action, however, is still lacking. I hope that Chen's government can actively collaborate with civil groups, government departments, academics and the legislature in order to reach a consensus soon. Hopefully, Chen will be able to propose Taiwan's NAP for human rights by the one-year anniversary of his inauguration in May, 2001.
Only by doing this can Taiwan carry out its human rights policies successfully. Taiwan's future presidents will then be able to follow this action plan to sustain the protection and promotion of human rights in Taiwan.
