Refugees still wait for their identity

I don't understand. What are such refugees supposed to do with a resident visa that doesn't allow them to work? Does the government plan to settle and care for them unconditionally? Or will it look the other way, letting them work illegally in rough, dirty and dangerous environments without safeguards? Aren't officials always required to act in accordance with the law? Why not create a set of reasonable laws, adding humanitarian consideration and respecting the demands regarding citizenship in Article 15 of the Universal Declaration of Human Rights?
