Chen's overseas trip is significant

Finally, Taiwan's peaceful transfer of power on May 20 has won worldwide praise. This first-ever such transfer of power put the country in line with the global trend of democratization.

Mexico's similar removal of a ruling party which had governed for decades, coming hot on the heels of that in Taiwan's, underlined the universal value of democracy and freedom.

Seen in this light, Chen's visit to Central America will highlight Taiwan's recent political miracle. That is why Chen termed his trip a "tour of democratic diplomacy and friendship."

The real meaning of "Taiwan standing up," as Chen stated in his inaugural address, is the people of Taiwan's firm insistence on a sturdy faith in democracy, as well as in the self-confidence and dignity of the country. Discussing his overseas trip, Chen continued to emphasize that "Taiwan must stand up and step out internationally and let the whole world see Taiwan, the Republic of China."

We have, therefore, to move beyond a narrow focus on political interests or the "China" factor to a focus on creating long-term, stable relationships with mem-bers of the international community. Only by Taipei reaching out will the international community acknowledge how successful Taiwan's democratic achievement is and how determined it is to become a loyal adherent of the international order.
