After collecting information this week, the foundation may consider petitioning the court for an injunction to discontinue or prohibit ETC operations according to Articles 49 and 53 of the Consumer Protection Law (
消費者保護法), Cheng said.
The foundation might also file lawsuits against ministry officials for their negligence in accordance with regulations of the Criminal Code (刑法), Cheng said, adding that if the foundation decided to adopt either or both of these measures, it would be the first time it had felt it necessary to do so to safeguard consumers' rights.
