ISPs up pressure on Chunghwa

The company prefers two-year rental agreements for ADSL, while local fixed-line service providers including Sparq and Taiwan Fixed Network Co (台灣固網) want a longer period, Chang said.

"ADSL leases will be just makeshift. They cannot rely on Chunghwa Telecom forever," he said.

The government has proposed spending NT$35 billion (US$1.06 billion) over five years to assist local fixed-line operators in deploying a second broadband network.

"The long-term plan will not give any help," Tarn said.
