"Given the number of changes in the leadership of the government's economic team over the past two years, this finding is not surprising," the chamber's White Paper stated, referring to the numerous reshuffling of Cabinet posts in the last two years.
"Such frequent changes have not helped build business confidence or establish clear economic policies," the paper said.
While the government's role as a salesman continues to be honed, perhaps some introspection about how it could improve its role as manager is overdue.
