Latvia, after all, receives aid from the World Bank to reduce poverty and promote stable economic policies. It may soon be as creditworthy, at least on paper, as Japan, the largest aid donor to the developing world. One wonders how much weight Japan can carry into G7 meetings with a single-A-category rating.
