The imposition of the restrictions would have to include a sunset clause, with the measures removed after a maximum of eight years.

The country seeking safeguards must conduct its investigation into the potential impact of a surge in imports publicly and offer opportunities for dialogue with the target country, according to the agreement.

However, in a cryptic warning against any such action, Tang said on Tuesday that any attempt to internationalize the relationship "will achieve nothing other than bringing more trouble to the WTO and all its members and causing them to misunderstand the nature of the Taiwan authorities."
