Moreover, it said since FNT is still a monopoly business, the rate for calls made from home or office phones to mobile phones should not be dictated by Chunghwa Telecom.
It noted that Chunghwa Telecom is the only company running an unified telecom service -- covering FNT, mobile phone, and paging services -- so that people wanting a 099 number would have to subscribe to Chunghwa Telecom mobile phone service in order to designate a mobile phone as a receiving destination for their 099 calls.
"This advantage will certainly encourage users to switch their services from private mobile phone companies to Chunghwa, thus making it more difficult for private service providers to survive".
The FTC also urged the MOTC to prevent Chunghwa Telecom from using its monopolies, such as FNT services, to subsidize businesses such as pagers and mobile phones, in order give all competitors an equal foothold in the market.
